Record Book with a letter attached to inside front cover. The letter is to John H. Kinkead, Governor of Alaska, dated July 23, 1884, from M. S. Joslyn, Acting Secretary of U.S. Department of the Interior, regarding the Commission established by Act approved May 17, 1884. Act established a civil government in the District. The Commission was " to inquire into and report upon the condition of indians residing in said territory, what lands, if any should be reserved for their use, what provisions shall be made for their education, what rights by occupation of settlers would be recognized, and all other facts that may be necessary to enable Congress to determine what limitations or conditions would be imposed when the land laws of the United States shall be extended to said district..." The Commission report and testimony comprise pp. 1-19 in the Record Book. Pages 21-58 are a handwritten copy of the 40th Congress, 2nd Session, House of Representatives Executive Document #125, relating to the treaty on the purchase of Alaska.
