Biographical
Charles Froman was born in Michigan and graduated from the University of Michigan with a degree in Civil Engineering.
He was hired his junior year in college to work for the Territorial Department of Health Arctic Health Research Center. Mr. Froman worked two years in Fairbanks and two years in Juneau as a water supply engineer for the U.S. Health Services.
From 1952-1956 Charles Froman was “on loan” to U.S. Public Health Services, Territory of Alaska. At the time, Amos, or “Joe” Alter, a Civil Engineer trained in Public Health, was head of the agency. The agency focused on water and sanitation problems specific to the Arctic.
Mr. Froman photographed Kotzebue on the longest day of the year, while working there the summer of 1954. He was in Kotzebue to check wastewater systems and draft a booklet for U.S. Health Services.
