Holograph note at bottom of page 13:
“This is to certify that the foregoing instrument is a true and correct copy of the Original Charter of the Consent Government, drafted by the Committee consisting of seven (7) members, to-wit Thomas D. Cashel, E.R. Beeman, A.M. Pope, W.M. Eddy, E.F. Ingraham, Bruce Milroy, and H.E. Claflin who were appointed at a Mass Meeting held at Nome Alaska, as recommended by United States District Judge Charles S. Johnson on August 17th – 1899” [Signed by W.M. Eddy in Seattle, Wash. and dated August 24 – 1921]
Page 14 is the outer (back) cover, as item was originally folded in fourths.
Holograph label on top fourth says: "City Charter, Nome, Alaska."
Second fourth of back cover has three holograph notes:
"Elected Held September 13th, 1899. Mayor – Thomas D. Cashel, Chief of Police W.M. Eddy, City Treas. James P. Rudd, Municipal Judge Alonzo Rawson, Councilmen Jack Donovan, Billy Robinson, C.P. Damm, Albert J. Lowe, C.H. Pennington, Lyman J. Burrell."
"Appointed by Council: City Atty. Key Pittman, Health Officer Dr. E.R. Gregg, City Engineer Daniel R.B. Glenn, Fire Warden Wm J. Allen, City Clerk Frank W. Swanton."
"Original Committee selected by mass meeting called by U.S. Dist Judge Charles Johnson to draft Rules and Regulations for forming and organizing Consent Government were as follows: Thomas D. Cashel, Edward R. Beeman, Arthur M. Pope, Willard M. Eddy, Edw. P. Ingraham, Robt. Bruce Milroy, A.E. Claflin. This Mass Meeting was held on the night of August 17th 1899."
